HACKETTSTOWN, NJ — An unlicensed taxi driver was ticketed for not putting children in car seats, police said. Maribel Vazquez, 60, from Hackettstown, was stopped in the parking lot of Willow Grove School. Nine children were in the minivan, three of whom should have been in car seats, police said.
